  16. <p>A week of rioting signals a vicious outbreak of xenophobia
  17. </p>
  18. <p>     "Ethnic cleansing," it appears, plagues not just the Balkans
  19. but the Baltic as well. In a hail of rocks and Molotov cocktails,
  20. skinheads and neo-Nazis in the eastern German port of Rostock
  21. tried to storm an apartment block housing 200 asylum-seeking
  22. Romanian Gypsies, beginning an ugly battle that would last all
  23. week. After officials moved the Gypsies, the hooligans trapped
  24. 100 Vietnamese guest workers in a neighboring building and set
  25. it ablaze. By luck alone, none of the inhabitants was seriously
  26. hurt.

  28. <p>     Even after the Vietnamese decamped, skinheads fought
  29. nightly battles with the police. Local officials sought to
  30. excuse the inept handling of the riots by blaming an influx of
  31. rightists from Berlin and Hamburg. But local residents didn't
  32. help matters much. Crowds of Rostockers let the rock throwers
  33. disappear into their midst when chased by police, cheering on
  34. the skinheads and screaming "Germany for the Germans!" Hundreds
  35. of rioters were arrested, and hundreds of police were injured
  36. in the fighting.

  38. <p>     Chancellor Helmut Kohl deplored the mayhem as "a disgrace
  39. for our nation," but it is far from unusual. Violent right-wing
  40. incidents--mostly against foreigners--jumped almost
  41. sevenfold last year to nearly 1,500, a recent federal report
  42. found.
  43. </p>
  44. <p>     Even as they denounced the violence, Bonn officials used
  45. the occasion to urge once more the adoption of a constitutional
  46. amendment that would curtail Germany's liberal provisions for
  47. asylum. Germany continues to bear the brunt of Europe's
  48. population upheaval, taking in 256,000 asylum seekers last year--a number that may double this year. But Kohl's Christian
  49. Democrats could soon get their wish. Leaders of the rival Social
  50. Democrats, whose support is essential for such an amendment,
  51. coincidentally abandoned their opposition only hours before the
  52. Rostock riots began.
